Having more at will and per encounter abilities will let DMs worry less about the number of encounters that occur during the day, as more party resources will be recovered between each fight than previously. Balancing dense dungeons and multiple fights in a day should be easier.

I think its interesting that people are claiming 4e is dumbing down or 'idiot-proofing' D&D. Older versions of D&D were very complicated to learn, what with their inane charts and billions of rules systems, yet they were tactically very simple. "I hit him with my sword." Position, speed, etc...

Interesting question... Presumably armors will still have maximum dexterity bonuses (although I don't think this has been confirmed) so on average, an unclothed halfling will have a better Reflex defense than an armored one. Not sure if they'll go beyond this or not, though.

I'm guessing that fireball, for instance, will do something like 4d6+(caster level) damage, maximum +10(?). So there will still be scaling, but it will be on a smaller... scale.

Hrm, it seems like such a system would rule out counterspelling, though, wouldn't it? Unless all counterspells and dispels take 0 time to cast, but that doesn't make much sense in a system where spells have segment lengths, generally (and then, how would one distrupt a counterspell or a dispel?)
