I like the logic behind this question:
Player: Hey, I have this power that I really like, do I have to get a new one?
DM: No, you don't have to
Player: But it's less powerful, so...
DM: Right.

Its not a fault of either of them, its a stupid rule. I would think that it's much more often problematic then you are attempting to envision.

But yeah, I'm with KD kinda, remembering the state of your character is an important part of roleplaying. And leads to players getting into their characters more. Rather then just "I kill an orc" playstyle.

I'm totally ok with the group saying "i prepare for a fight" and "I prepare for a jump" and allowing that to immediately mean armor is either summoned or not summoned, weapons, shields what not.
I love that idea, players who choose the "bad sign" background always just have rotten luck. Players that choose "auspicious birth" always have people begging them for help. All backgrounds can have negative and positive influences on options and RP possibilities, but since they are the best...
Whenever there are competing speed things like this, i handle just like that.
Or this comes up in EVERY SINGLE SESSION of my game:
Insane halfling paladin: I want to decapitate this guy.
Reasonable fighter: ugh.... I want to attempt to stop him from decapitating this guy.

How would you handle the idea that controllers and leaders can become much more powerful due to their no longer needing to put points in their main stat. Im thinking specifically of the pacifist cleric who does no damage and can do some extreme things with a 20 in his secondary stat.

The stunned (save ends) condition no longer exists. After the first failed save against the stunned condition, it becomes dazed (save ends)
Yeah, that first comment was entierly in jest. I'm actually more interested in the possibilities of what a monk can do with his hands since he does not need both for his attacks.
