    What resources do you use?

    I believe there is a general rule o thumb among casual players to not allow a few things. Dragonmark feats for one have been banned in every game I've played. I can't think of any others off the top o my head.

    just fyi, if you make the healing surge triggered use by a deathblow landing a immediate reaction, you still screw over defenders as they are typically the only role that use immediate actions regularly. Free action gets the job done just as well.

    Yeah, it only makes sense. I would think it odd for an artificer to pull out a spiked chain and understand more about operating it with his arcane magic then he could while holding it. And also since it doesn't specify that the weapon is proficient with itself, I feel its a pretty clear cut ruling.

    yes, you could read it like that. You could also read that bolded part as the Government having a legal obligation to solve your marriage issues. But it would be idiotic to do so. More to the point, RAW can mean many different things based on how you define your terms and read a sentence.
