Correct. The AD&D stats for avatars in Dragonlance were a pointless ridiculous waste of space. The avatar could deal 1 to 1000 damage to you, its choice. Instead, you get a chance to lock a goddess away and stymie her return, a more realistic approach.

If encumbrance is enforced, it's unlikely any character without a wagon full of weapons at their side has access to numerous spears and javelins for ammo. With the loading property, don't see it being a big deal.
