    Actually, the 'christmas tree' phenomenon is typical of 3e (and Pathfinder). In 4e only two items are 'required' by combat math: a magic weapon and magic armor. And if you're using the inherent bonus rules that were introduced in the 'Dark Sun' setting, you can get rid of these two, as well.

    System like Battletech/Mechwarrior for easy tactical RPG

    Have you looked into 13th Age? Monsters use fixed damage, and movement is abstract, so there's only near, far, and engaged. PC damage scales by level and an 'escalation die' ensures that combats end quickly by increasing the PCs chance to hit.

    Imho, the best approach would be to just use the Middle-Earth setting and use it to tell stories that haven't been covered by Tolkien's work. Each season could cover a different period, similar to how the 'Fargo' TV show is done. That's something I'd watch.
