    Upgrade is just the difference in the costs. As for time... if "immediately" is too fast for you maybe use the week that it takes to make a "new" stronghold your home ("Multiple Strongholds" sidebar AG p. 362) That shouldn't be too long but still enough time to have some sort of realistic...

    Strange... I am getting Deja Vu regarding old school wizards ;) If the player is "allergic" to having to get a maneuver just a level before they would get a better one... there's always multiclassing into fighter for a level or two (which might grant you higher maneuver grades even faster)...

    It usually doesn't affect elves because they usually don't sleep (but go into a trance) or dream (while in a trance).     Just because they don't need to sleep doesn't necessarily mean that they can't sleep. Most of the time they probably won't do (and you probably can't reach their dreams then)

    Wielder strikes me as a martial class (hence the maneuvers) who get a bit of magic from their "pseudo patron" the magic item. If they could cast cantrips they might get the idea that they don't really need the item.

At a long (or short?) rest the character looks through the "used" Supply and sees how well they have fared and then rolls a number of d6 of the set aside pool...

    Exactly, there are some rules in A5E that I don't like (and intend to ignore in my games) but for some specific games (or situations) it might be useful to have those rules that someone took the time to develop.

    Tools should also be kept out of Supply. Otherwise you could go from super cheap (for not that heavy but costly ones) to costly (for heavy ones that you completely use up with use). Maybe allow Supply to "recharge" some kits with a limited number of uses.
