Meh, it's about the same as allowing flaws, and those don't mess up the balance too significantly. Most qualifications for PrCs and stuff for spellcasters need skill points over feats to determine level, but feat trees (which fighters are highly invested in) need a lot of feats.

As long as you don't allow flaws in conjunction with this, it shouldn't unbalance the game. Just give them the feats and deduct the 200 gp automatically, and give them the option of not getting a feat for 100 gp. Nobody will take you up on it, but nobody will feel guilty for "abusing" the system.

Ironically enough, chameleon is actually better as part of a specialized character than a generalist one. Plus, two levels gives you the ability to craft any item.
