Not quite. PCGen was a d20 STL compliant for a while. We dropped it so we could add back the die rollers. There are numerous CharGens out there that don't make their code open. PCGen does. I think Red Blade does (but not sure). RPGX doesn't, DMGenie doesn't.

You might try Blood and Vigilance. It has a background for Super Soldier types.

As long as you follow the OGL, there is no problem with you creating/distributing your own PDF containing the OGC info in the SRD 3.5 and Unearthed Arcana.

The only PDF of the SRD that I'm aware of is by Creative Mountain Games: http://enworld.rpgnow.com/product_info.php?manufacturers_id=357&products_id=1929& I don't think there's one, yet, that has the OGC from UA.

I know its in 5.11.6, which is what I currently have on my machine.
