If you are looking for a cheaper, free!, alternetive then have a look at my system. It is d20 based and has a good ship building system (though I am still working on it :\ ). I think it is a mid ranged system, not too hard but not too easy either.

They have a free down load of what they call traveller d20 lite, which is like a taste of several things including ships and building them.

I should clarify the way I run the OLG. It is done by posting a reply in a topic, thus not everyone needs to be on line at the same time. I ask though that during combat the reply happens within 24 hours of it being your go.
