    There's a creature, Dwarven Warlord I think, that is able to activate its allies healing surges. It may be that all creatures have a healing surge or two but lack the second wind feature to access it in combat.

    Perhaps size doesn't modify AC and your armor values are correct. EDIT: the sheets have been corrected and Corrin's AC is still 20.

    It seems that the reason for the blast is that the 'close burst' originates in your square. They needed something to function as a cone, not occupying your square but not detached from your position either.

    I suppose it depends on what constitutes 'ducking'. If you're comfortable with them being prone, that should work fine.

    Not sure that's feasible. However Kobolds, courtesy of their 'shifty' trait could shift around a corner, fire and use a move action to retreat. Same thing is possible with the 'deft strike' rogue power, giving you a limited shot on the run effect. There may be other monsters that can do this...
