    I think the problem with this is it is since it is a +2 it is going to stack with heavy armor or monk AC or a lot of other things while not requiring concentration and giving a free cast. I think Mage Armor as a free cast would be better.

    I don't know if stingy is the right word. I would say the Rogue needs to do more than say "I sneak up on him". D&D is a story, if you are doing something that is not technically ok by the rules, tell me why it should be ok in this case.

    The cleric as class traces its thematic roots to the Hospitalars who were order of crusader knights. They really revolutionized battlefield medicine and the word "hospital" actually comes from them. They wore heavy armor, so this is probably why it is there.

    No a 5th level Rogue with expertise in stealth and a 20 Dexterity will have a +11. So it is possible at 5th level, but very few Rogues will have a 20 by then.

    Maybe, but few Rogues have a +11 at middle levels too ..... if the Rogue has a +11 and they have a 13 perception you have you have a 90% chance of success. In any case it certainly is not 100%, ever.
