    Honestly outside of western gaming it’s been that way for a while. It’s just that a lot more people play Warcraft than read new fantasy fiction. Although Japanese fantasy tends to either not use race or not use Tolkien races as such.

    Obviously in DnD there are many breath weapons, but breath weapons are one of the key, signature, iconography features of dragons. A dragon without a breath weapon is not a true dragon, according to the rules of DnD.

    Pathfinder's answer to dragonborn is a versatile heritage - ie you're an elf with some dragon in your family tree somewhere. Scales are optional for them the same way red skin is optional for tieflings.
