They don't get the book for free but they do get the feat for free. You need to pluck down the gold for the book.

Since you have to store the power during a rest, I took it as you "took" their power and stored it but they regained it during the rest. So they didn't lose it per se except in a technical sense.

Just because it is a free action doesn't mean it needs to be taken first. "On your turn, you take actions: a standard action, a move action, a minor action, and any number of free actions, in any order you wish."
