In Star Wars SAGA, concealment gives an attacker a -2 penalty to hit. If the target has total concealment, its -5, and the attacker has to guess the square. Cover gives the user a +5 Reflex Defense bonus. +10 for improved cover. I suppose 4e will do something similar.
