    I've always treated the weights listed in the PHB as "encumbrance weight", taking into account how awkward the item is to carry as well as any necessary scabbards/sheathes/straps/etc for actually transporting the item when not in use.

    Surprise round question

    I would definitely consider sleep a different state than unconscious. A noise/touch/whatever can rouse a sleeping person, whereas someone who is actually unconscious won't necessarily respond to such stimuli.

    If your DM allows feats, you could take Mobile for +10 to your movement. As others have suggested, you could carry throwing axes and make a ranged attack in the first round. Another option would be to Ready an attack vs. someone approaching you.
