I pretty much do what Dawmack does. I create the map for the city ....then make an outline of basic buildings and districts. Then another page for political structure and then make the main NPC's for the city takes about a day to do it this way. I guess it really depends what you want to...

I have tried pinning and used Zap-A-Gap. I discovered that if you want a reall really good strong glue try Epoxy (2 part) But epoxy can snap off (at least it has on mine in the past) I now use JB Quick Weld. It takes 6 hours to dry but the bond is like cement and after you put the two parts...
