I returned Races of the Stone, Races of Destiny and Complete Arcane. Pure crap. The best Races of book is Races of Faerun where they actually have useful materials.

You could say the same thing for spell DCs in 3.0. However that didn't stop people from claiming it was completely broken. It didn't stop WoTC from nerfing arcane spells to unusuability. Same standard should apply here.

They really only nerfed arcane casters to unusability in 3.5. They powered divine casters up through the ionosphere in 3.5. Righteous Might? Holy Word? Blashphemy? Or what about the whole gamut of druid power ups just because druids are a pet class of one of the designers.

Where are you getting this replacement mechanism ruling from? The feat allows spontaneous application of metamagic to a divine spell at no increase in spell slot at the expense of turning attempts. Unless you can cite a rule to the contrary, that's how the feat works. You can't apply Divine...

The feat says that the spell slot doesn't change. Hence you don't need to be able to cast spells of the adjusted slot level in order to use Divine Metamagic.
