i had a similar player in my own game. first i tried to inspire him by guiding a little more of the storyline around his character. i tried to beat him with the roleplaying stick. it did no good at all. so i kicked him out of the game.:D

in my own game i have the folks rolling 4d6 six times, keeping the top three and placing them where they want. this is done twice. and the player keeps whichever set they like best. this has worked out really well.

sadly the battle took place in a desert/mountain region and there are simply no villages or cities in the area for many days travel. oh well. maybe the party will not actually get the treasure that the dragon had. oh, the sadness.:D

thanks for the prompt answer! regarding the missing with touch attacks and having the spell fizzle, wouldn't that indicate that you could then have a high-powered cleric who misses with his harm spell keep it and keep trying until he hits with it? that seems kind of powerful to me.
