    There's a subtle hint in this article. The powers chart is labeled "Powers by Class Level". That implies that there's a difference between class level and total level, otherwise the chart would have probably said "Powers by Level"

    I don't think there'll be a basic TWF option either. Attacking with both weapons might be a bit overpowered compared to the other at-will powers, though. So I wouldn't be surprised if it was more complicated than just "make two attack rolls, each for normal damage."
