Backwards compatibility is really a losing battle. It's pointless trying to build a new rules system, while allowing stuff written with the old rules system in mind, because a lot of the stuff from the old rules will end up either nerfed or broken as a result. Warhammer 40k is having just that...

You forget one thing. A Halfling Ranger wouldn't be using a regular longbow, as it's to big for them. Their version would probably do d8 damage at best.
