I've seen Captain America do it plenty of times. Picture having the shield strapped to your left arm, and use your right arm to brace the shield as you punch it forward. It would seem awkward if you picture it as an edge strike, but how about bashing with it "face first" so to speak?

If it is a heavy shield, yes. If a light shield, you can't PA at all.

There are 3 types, they are in the 3.5 SRD. Rereading them, it looks like the Zelekhut may fit your needs, with a little modification to improve it's tracking. The at will Clairvoyance combined with the Locate Creature ability should help with that.

Why not use an Inevitable? IIRC they have tracking abilities, are remorseless and relentless. Marut would be my choice, and you can advance them as needed.

You need Archer power? Silver Marches, Peerless Archer. PA with a bow, concealment reduc (which is a great synergy with Imp Prec Shot)...Pretty crazy stuff.
