You need to be at least 7th level in either class in order to know a 4th level spell, but as was pointed out based on the multi-class rules, you are high enough to have 4th level spell slots to use for casting because that is based on total character level because both of your classes are full...

Actually it is not as you are not high enough in either class individually to actually be able to know a 4th level spell. You are however high enough to cast a spell at 4th level.
