I'm quite sure that by requirements the intention is things like spell components, having it on your class list, and the like. Parameters of the spell operation itself don't change, so you're still limited in what you can resurrect, charm person can still only target a person, fireball still...

IMO the only good use for true strike that actually comes up enough to matter is to cast it before rolling initiative, like in an ambush situation. Does that come up enough to be worthwhile? I'm not so sure.

Without an actual framework for how wizardry works in the dnd world, it would be pretty hard to say how a wizard's skill might carry over into ours. All we really know is that a wizard has to be pretty smart.
