    Nope, only on specific kinds of DR, and only from specific sources. Golems can't overcome DR/adamantine, Fey can't overcome DR/Cold Iron, and Lycanthropes can't overcome DR/Silver, unless specifically mentioned.

    As far as making it permanent (that is, non-dispellable), you could use Nystul's Magic aura, permanented with the Permanency spell. As far as making it a function of the item itself, well, that's opening up a can of beans that, as frankthedm said, has a lot of implications.

    Skill Focus: Concentration vs Combat Casting

    In our campaigns, we've actually gotten rid of Combat Casting altogether, replacing it entirely with Skill Focus: Concentration. Any PrCs that require Combat Casting now require Skill focus instead. (We've also done away with Toughness, replacing it with Improved Toughness.)
