You could EASILY used M&M for this. The powers definately cover it. and there are rules for creating powers that aren't covered.. ie Fusion (that would be a special) and as for power scaling.. very simple.. heck you could even go above 20th with almost no change to the current rules.

what you want.. is a really really really thin coat of the wash. just dilute with water. they apply as many times as it takes to get the level you want.

get rid of the WoTC ones.. and use the Quintessential Books ones.. of the ones I have read, none are overpowered..and non are really wacky.. things like.. the Master Bowman.. just a really good archer, with abilities that are more flavour than boomstick powers.
