    Metamagic

    The more general questions should be: If you're going to metamagic a spell, why did you pick maximize? If you're going to cast a spell, why are you choosing to just do straight HP damage when there are usually better options?

    Can a cleric? Can a wizard? Can a sorcerer? You'll notice that nowhere in the rules for spell trigger items (staffs and wands) does it mention specific classes. This should be a strong clue.

    Inexperienced, but I question how maturity is judged. I've always imagined dragons as being born as almost complete beings. Fully intelligent right out of the shell with an innate alignment. Being that both the silver and gold are naturally lawfully inclined, I figured it could work.

    Nothing. SRD: "Likewise, it prevents the functioning of any magic items or spells within its confines." It is still a magic item, merely a non-functioning one. It's actually status as a magic item does not change.
