The second one is okay. I just think of Lidda from 3.5 when I think of halflings and Lini from Pathfinder when I think of gnomes.

Acid Splash can be handy vs. creatures you can't see, e.g. an invisible creature milling about the room.

Expertise, Magical Secrets, Cutting Words, and Peerless Skill. Being a full caster. Countercharm as it sucks. Replace Countercharm with anything.
