    Note that I'm not saying I'll never play 4e. Just that it probably won't be for a couple years, if I decide that I like the system even. If I see a lot of Bo9S type stuff in it, I may want to change over eventually. But if they cut that back too much then I probably won't.

    Well, I read the OP as implying the PCs have done something illegal, and therefore would be arrested. I'm a fan or realistic consequences... You can't oppose the city guard, there are simply too many of them. Send 10, if the PCs resist, then the guard takes it more seriously, and the next time...

    Just surround them with numbers they (obviously) can't beat. 1000 soldiers with a few decent level classed NPCs as officers is a pretty good way of making the point.

    I vote RAW. IMHO, it's designed to be used by martial adepts with speed enhancing powers. Charge, or give up the benefit. Although, honestly, it's kind of moot. I mean, who would spend a feat for 1d6 of damage you can only use once per combat?
