You should be able to copy and paste feats from the PDF with the "Column Select" tool in Acrobat Reader (at least it's in version 5.1.0, I hadn't noticed it before). Or did I misunderstand what you were saying?

Not terribly detailed. It says the character can ask for up to 10% off, but the NPC gets a circumstance bonus depending on how much is asked. There's a 5-item table giving the results by how much the opposed check fails or succeeds.
