    To be fair, the Ashen Compact can be repurposed, the items don't really need to be drow, some of the monsters could be tweaked to be non-drow related and you might be able to use the maps. But overall, this might be the hardest theme to mine bits out of.

    The TSR book City System had an 11 page section of random encounter tables. There's a different table for each ward of Waterdeep, so the Dock Ward can be used for a seaport, the Southern Ward for a city on a caravan route, and so on. Each has 120 entries. It's available as an ESD.
