I've used NSBasic to create PC's Familiar. Relatively inexpensive ($150), run-time that is free to distribute, based on VB so not to hard to learn if you have any VB experience, and they have versions for Windows CE so you should be able to easily port what you write (though I haven't done that).

PC's Familiar PC's Familiar is an app of my own creation for tracking spells for characters. It keeps track of spellbooks, prepared spells and has all of the SRD spells included with full text.
