All right, so according to the idea as it right now, we have: Licensed (+1) -- ex. your average car. Restricted (+2) -- ex. your average long-gun. Military (+3) -- ex. rocket launchers, your average fighter jet. Illegal (+4) -- ex. Ganja, especially in places where it's still not legalized...

Or +4 is Illegal and +5 is Classified (Organization) and/or Unique (legendary items like Excalibur, ultra-rare collectibles, something custom-made that is meant to be one-of-a-kind-forever)? Or maybe change one of those to +6 (unless that's overkill)? Obviously the really high restrictions...
