Doesn't it somewhat depend on the type of game. Story driven adventures probably have more planned encounters with fewer random events/encounters. Meanwhile the Sandbox/Hexcrawl type is quite possibly filled with them, depending on what the DM rolls, and how often he checks, 1/hour, 1/day etc...

I don't mind that certain npc's/villains are built via PC rules, however most (simply for convenience and my sanity) should have similar methods of creation to 4th ed. With fully supported General Templates, Theme Template, and PC Class Templates.

Both Drow culture and environment are quite hostile. I would believe that the only lvl 0 / lvl 1 drow that exist are the house slaves. Similar are the Gith(yanki and zeri [sp?]) societies that are very martial in nature I believe, and live in a hostile environment.

If they keep with the concept of 3rd level being the start of one's adventuring career, this could help develop monsters as PC's, preferably in my preference a separate book. In a PC group that has monster PC's all non monster pc's are level 3, while monster pc's class start at level 1...
