    Because you pick what you want to do when you cast it. For a sorcerer, getting 20% of damage through all the time may well be better than getting 100% of the damage through most of the time, and then none at all when they come up against a creature immune to their favored element...

    Huh? It's a "spiked shield", not "spikes" "and a shield". Note that the spikes change the shield's damage, rather than adding their own.

    I don't know all the details off-hand, but I'm fairly sure it's like a war saddle (or whatever they're called) except you can strap yourself in for burrowing--which takes a fair amount of time to do, and, while you're strapped in, gives you penalties to your attacks and things.
