I can't speak on eTools. However, there are open trackers for both the output sheet and the underlying code changes necessary to make the new stat block work. I'm not sure what the status of these changes are.

Do you mean creating from scratch? If you're talking existing monsters, PCGen will allow the application of templates and hit dice advancement.

Very interesting premise. I haven't played SR in quite some time, but I still have the 3e book and Man&Machine. I've always liked playing the muscle cyborg types.

I just read, for the 1st time, Deed of Pasenarrion. I'd never gotten around to reading and finally just bought the book. I enjoyed the series immensely.

I echo Roudi's comment. If you don't want to give explicit details, at least the type of game (M&M, Spycraft, D&D, Modern, etc) would be helpful.
