If you have subscription for DDi, most of the Chaos Scar series adventures on Dungeon magazine are one-shot adventure composed of 4-6 encounters. If you have Dungeon Delve, you can pick one of many 3-encounter sets and add some more background and can make a good 1-shot adventure (of any level).
