As it is written it looks like an item requires you to be a certain level but it's not supposed to be a requirement to make the item. It was supposed to be errattaed but never made iton the list and therefore never made it into 3.5

I haven't been able to keep up on all the changes. Can someone point me towards a link or explain how the new DR system will or especially in regards to spells and spell-like abilities?

To calculate the ECL of a creature I normally double the CR and may make an adjustment of +/- 1 by comparing it to known ECL's of other creatures.

For any spells that require Verbal I wouldn't allow unless they where able to otherwise speak freely or could somehow cast it without the V component.
Since casting some spells requires (arcane casters at least) to have precise movements they also would have an arcane spell failure check...
Just to add something....
Also remember that the characters don't gain feats quite the same way either.... they get them based on HD not level until they complete their monster class (which they have to complete before taking any other class).
They get the one feat all characters get and won't...
I might allow it but if I did they would only be able to use the AA's special abilities when using only that bow. That alone could be a big draw back.

Is there a chance that something goes wrong if the person casting the spell isn't high enough to actually cast the spell? I don't have my books so I don't remmeber which items it applies to or where it is located.

I created basically a sub human race that I haven't named yet, but have released has OGC. I used RaceCalc to balance this out againist the other races and has no ECL.
