    I think this generally comes to the point that there is no time in which the GM can cleanly assume that Effect is the only thing that matters. That would be like assuming that any time a player chooses to do something, it is followed by the phrase, "...at ANY cost."

    You cannot buy what isn't for sale, for one thing. For another, they are probably aware that CR not being a WotC property is probably a part of its appeal. As soon as it was bought, it would be "sellout WotC pablum", and not worth anything.
