What you're describing is an assassin. Succubi are classically corruptors and soul-stealers. If you want a "target" eliminated or neutralized, other shapeshifting fiends would be better qualified for the job, IMO.

Succubi may have shapechanging, but abduct-and-replace isn't their M.O. Using another creature would actually be more appropriate, not less. Didn't the FR have rules for more-powerful versions of dopplegangers?

I agree with the "burn out of the backpack" tactic. The skull doesn't get spells back until tomorrow (imo) and can be defeated, especially since it uses it's surprise round to try to get out of the pack. If the PCs really want to "make it into an NPC" somehow, make them earn it.

I find myself wondering that, if the DM interprets the spell via the flavor text instead of the RAW - does it become a more balanced spell? If you can't abuse it through forced movement, and can escape it with teleportation, maybe it's not too high damage.
