    Custom divine abilities, portfolios, etc.

I get that but as a divine ability and not something higher it should have a foil, repeating damage with no associated resistance is too strong, divine damage deals d3s at this level.

I'd make it disease damage, make it untyped unless the enemy has immunity to magical disease

I think he did 1/3rd as writhing effect is a Cosmic power that deals 1/HD and most Divine powers are between 1/3rd to 1/6th the power of a Cosmic Ability. 1/2 would be too strong imo

Wow that's pretty bad ass, question, when it says increase CR by 1/3rd of base monster, is that based on hit dice or just the base? So for example, a minotaur lycanthrope would be CR 7 but if he gained let's say 10 levels of barbarian would it then be CR 17 or would it be CR 21? Would that 1/3rd...

    Oh that's pretty cool actually

I do something similar to Obly. BaB goes up by class levels or racial Hit Dice and that's it, I don't do Epic Attack Bonus from the Epic Handbook as that was a clusterfuxk and made no sense, and likewise now I just keep things on the regular base level up progression all the way up through...

Hex is different as it is a multitude of different supernatural abilities. You don't have to go into a "hex state" to use hexes but rage powers require you to be in a rage first. Think of the Calm Emotions spell, that spell would negate a barbarian using their rage and by proxy their rage...

    Things from my setting

Rage powers require a person to be in a rage to use. So without access to rage they wouldn't be able to use it. Like you could abrogate a casters spellcasting and they wouldn't be able to use metamagic by proxy of being unable to cast magic

I would allow it to abbrogate the rage class feature, which, without that they would be unable to access their rage powers yes.

New Special Materials Beyond Neutronium. Quark, Strange, and Black Hole Matter

Agreed. For my campaigns, such power, to never fail, is in the realm of cosmic entities. Gods are always on a human scale of power, that is to say humans would believe a being capable of the manipulation and manifestation of fire, let's say, is incredibly powerful, 'godlike' even, but look up...

New Special Materials Beyond Neutronium. Quark, Strange, and Black Hole Matter

You know what guys, looking at the power again, I'm getting it mixed up with my basic rules for infinite stats. I was kind of winging my response last night from bed, so I didn't have the books in front of me, so I digress. If someone has infinite strength or infinite dex they can still miss...

What a cool concept, Cosmic class levels. I like this. I'd have to see it in action to gauge its powers but it "seems" awesome. Are you going to make more of these?
