    I wouldnt - I actually think the Captain should be the Ship NPC, making the Command rolls that determine weather and heading etc. Then PCs are officers who get to manage the crew as abstractions of parts of the ship -Propulsion (Sails & rigging), Steering (Rudder and wheel), Deck Crew (Morale)...
