    For what it's worth, the Shield spell also makes a distinction between hit by an attack and being targeted by Magic Missile. This seems consistent with the " no attack roll = not an attack " in game terms.

    A rope has no damage dice. You never roll any damage with it. That is what people mean by it does no damage. In the D&D sense of how much damage did you do with your rope attack. Zero.

    I don't think that suffocation is a weapon though. No damage is rolled. I agree the rope is an improvised weapon, but you aren't using it to do any damage and any damage to the were-creature's throat would be ignored.
