I would let characters change the direction of the cone at the start and end of their turn, and again outside their turn using a reaction to another creature taking an action. If you're spinning it around much more often than that nobody's really going to see anything other than brief flashes...

The game's got dozens of memorable NPCs that would make great PC or NPC proxies. They could do a full set of 50 humanoid NPCs alone but I'm sure it wouldn't sell well without some great monsters mixed in.

It's a cool figure, regardless of the gender. I think the quote from Wizkids may be being misread - They're saying they made the figure "purposefully and clearly" female, not that the original artwork is purposely and clearly female. Maybe Elmore's "get off my lawn" response is based on that...
