I think regional settings are usually considered subsettings, although sometimes they just call them settings because its all not really codified. Heck they sometimes refer to the whole D&D multiverse as a setting.

No they don't. For example the 2014 version spell of lich and archmage had spell slots, there terrible idea of "simplifing" them means now its stuff like 1/day instead of spell slots. Which by raw you can't use Circle Magic with monsters & NPCs.

Or even a feat, I suspect that at least one feat will be about Circle Magic and might offer resources to burn in the Spell Slots stead even for a pure Martial character.

I don't agree with this, there are tons of cool combos. Expanding say Spirit Guardians could be brutally effective or removing the casting cost from say Simulcrum or Imprisonment makes it more viable to use, allowing a conjurer wizard to extend his Summon Elemental say for hours could be useful...
