    It certainly shouldn't be. If the DMG doesn't tell DMs how to do it themselves- "doing it" including crafting their own monsters- it's not much of a guide for DMs at all. (With the caveat that if those specific rules are in the MM, that's probably okay.)

    The monster creation rules have only ever been in the Monster Manual in 3.5. In every other edition with monster creation guidance and a system more robust than "just write down whatever"- which is to say, everything after 2e- it has been in the DMG.

    That's how my game rolls. 5e has a lot of elements that help enable mixed level play, and the fact that levels 1-3 fly by is a big piece of it. You have to be judicious to pull it off, but I vastly prefer pcs whose history happened through play.

    I actually have an every-seven-year migration of digesters (from 3e) in one area of my campaign (and probably elsewhere, but it's only come up in the one place). I can imagine tons of other monsters migrating, especially Beasts.
