Why is the assumption that 100% optimize for stats rather than optimize for story?

Since the dragons in my world can range from the size of a rat to that of large modern buildings there are a LOT of dragons. We rarely do traditional dungeons except when venturing into a city carved in a mountain. There are smaller five-room(ish) places more frequently though.

I don't doubt that Beyond is taking away interest from local stores. I hate that. I'm frequently getting books from my local and getting ones with heavy player options from Beyond too.
