Per the paragraphs not quoted it's unclear. But what is clear is that it isn't all or nearly all Dragonborn. Also, the Dragonborn joined the overthrow of the slaving leadership. They were asked to do that, which seems to be an embrace of their previous to 5e lore.

One of the things I've noticed with so many of these new Feats is that they are quite tactical. There's forced movement, responses to forced movement, reactions, opportunity attacks and responses to being the target of spells. Plus some fun teamwork stuff.

I'm browsing the book while reading and the PDK situation is both books in multiple sections. What I can see is that they spent thousands of words on this. It wasn't handwaved.

That specific audience answer was for a panel called "Beautiful Mess of 5e" and includes several advocates for mixing and matching 5e. Why would anyone think the majority of attendees for said panel would be playing 2024?

To be fair the panel was about and for the people who use multiple version of 5e It was always going to attract an audience that wasn't switching to a single version.
