In the Cypher system most monsters are defined by a single number from one to 10. You might embellish that and say that a specific monster is nominally a 3 but attacks as if a 5. I personally found that a bit thin, but it can work.

Just to check, when you say you have checked out Fate, have you checked out The Dresden Files specifically? It’s a tightly designed urban fantasy implementation in my opinion.
