I think you'll face more Draconians here and there than true Dragons who are the leaders, if you take favored enemy dragons it will be fine.

Unless you take the (non epic) feat in the Epic LH that let's you use your stat as a modificator when creating a magical object, you have to select a Magical Item creation feat to apply.

It was written that anything published in 3.0 and not reprinted in 3.5 could be used but it's sometimes difficult to find if it was (as you can see). The better way is to say: We play 3.5, we use 3.5 material, 3.0 was a kind of Beta.

I think that 20d6 is the total maximum damage whatever the distance and the weight, it was already in 2nd edition.

By RAW a weapon is not a creature, the closest thing is a construct but it's not.
