    Charisma is a much better increase for a fighter. The ability to better persuade kings, merchants, and dragons is better than an extra hit now and then.

    To be fair, if the group is hitting a bunch of monsters who are resistant to non-magical weapons, not having one while the guy over there does have one can make you feel left behind in the dust. It's really campaign dependent and not at all based on the +1 bonus itself.

    I misread your response(still groggy from sleep). Edit: The reason for the limitation is that some backgrounds will not fit the setting or DM's particular campaign, so the DM needs veto power.

    And that's still trivial. It's like when they say your chances of a heart attack go up 50%!!!! It's still .0003 or whatever. That +1 is one extra hit every 6 or 7 combats and +1 damage per hit against bunches of large bags of hit points. It's trivial what it gives you.
